1) The proposed new dwelling, by reason of its siting and scale, would represent overdevelopment of the site and would appear contrived, at odds with the character of the site and the settlement pattern and visual character of the area, contrary to Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and Section 5 of the Central Bedfordshire Design Guide.
