Conditions or Reasons:
1) The fencing does not result in high quality design and due to massing, scale, appearance and the enclosure of an open corner detrimentally impacts upon the visual amenity of the site and surrounding street scene, out of character with the wider character and appearance area. As such, the proposal does not conform with policy HQ1 of the Central Bedfordshire Local Plan 2021, Section 12 of the NPPF or the Central Bedfordshire Design Guide.
