Conditions or Reasons for Planning Application - CB/23/01344/FULL
Conditions or Reasons:
1) The access road is of an inadequate width to allow for vehicles to pass and to provide space for the manoeuvring of vehicles clear of the highway for the existing and proposed dwellings, and insufficient information has been provided to demonstrate that appropriate pedestrian and vehicular visibility splays can be provided and maintained in perpetuity. The proposed development would therefore have a detrimental effect on highway safety, whereby vehicles would interfere with the free flow of traffic and pedestrians, contrary to Policy T2 of the Central Bedfordshire Local Plan 2021.
2) Insufficient information has been submitted to demonstrate that the proposed development would not result in the loss of trees which contribute to the character and appearance of the surrounding area and which have ecological value, and the loss of which would result in a loss in biodiversity. It has not been demonstrated that mitigation of an equivalent scale could be provided, and that the proposed development would result in net gains in biodiversity. The proposed development is therefore in conflict with Policies EE2, EE4 and HQ1 of the Central Bedfordshire Local Plan 2021.
3) Insufficient information has been submitted to demonstrate that the proposed development would be designed to increase its resilience to the impacts of climate change, take advantage of opportunities to incorporate renewable energy technologies, reduce carbon emissions and achieve the higher water efficiency standard. The proposal would therefore fail to accord with Policy CC1 of the Central Bedfordshire Local Plan 2021.
