Conditions or Reasons:
1) The proposed detached building represents inappropriate development within the Green Belt. The proposal, by reason of its siting and scale would be harmful to the openness of the Green Belt. No factors that would amount to very special circumstances to outweigh the harm to the Green Belt by way of inappropriateness and impact upon openness have been demonstrated. As such, the proposal is contrary to Section 13 of the National Planning Policy Framework and Policy SP4 of the Central Bedfordshire Local Plan.
2) The application site is located within the countryside outside of any defined Settlement Envelope. The size and scale of the development is considered inappropriate for its location by virtue of its urban form in a rural location. Insufficient information has been provided with the application to demonstrate any significant economic benefits that would flow from the proposal to outweigh this harm. The development is therefore not considered to be a sustainable development and is contrary to Central Bedfordshire Local Plan (2021) Policies SP7 and EMP4 and the National Planning Policy Framework (2021).
