Conditions or Reasons for Planning Application - CB/23/01389/FULL
Conditions or Reasons:
1) The proposal would, by reason of its unsatisfactory siting, design and excessive scale, result in a cramped and obtrusive form of development, that fails to complement the character of the surrounding area and result in harm to the setting of the Grade II listed building (No.69 Bedford Road) and the Barton Conservation Area. In turn, the proposal would not be considered a sustainable form of development. The proposal would fail to satisfy the provisions of Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990, nor the aims of Section 2, 16 and 12 of the National Planning Policy Framework (NPPF), and be contrary to Policies SP2, HE3, HQ1 and SP7 of the Central Bedfordshire Local Plan (2021).
2) The proposed development would provide inadequate internal and external living standards for future occupiers, by failing to meet with minimum internal space standards, failing to create an acceptable standard of private amenity space and failing creating a high quality environment for habitable rooms. The proposal is therefore contrary to the principles of good design set out in Policies H2 and HQ1 of the CBC Local Plan, Chapter 12 of the NPPF and the Central Bedfordshire Design Guide.
3) The proposed development would result in an unacceptable impact to No.69 Bedford Road by way of an overbearing impact and the loss of private amenity space.

The proposal is therefore contrary to Policy HQ1 of the CBC Local Plan, Chapter 12 of the NPPF and the Central Bedfordshire Design Guide.
