Conditions or Reasons for Planning Application - CB/23/01418/FULL
Conditions or Reasons:
1) By reason of the scale and massing of the proposed extensions, together with previous extensions to the property, the extensions would cumulatively represent disproportionate additions to the original dwelling and constitute inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The extensions would also result in harm to the visual openness of the Green Belt. No factors which would amount to very special circumstances to outweigh the harm to the Green Belt by reason of inappropriateness and impact upon openness have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework, Policy SP4 of the Central Bedfordshire Local Plan and Section 11 of the Central Bedfordshire Design Guide.
2) As a result of the close siting and orientation of the property in relation to neighbouring 17 Wood Lane, the introduction of first floor rear windows within the gable end extensions and dormer would give rise to harmful overlooking of the private amenity space of neighbouring 17 Wood Lane, resulting in a loss of privacy and harm to the amenity enjoyed by these neighbouring occupiers, contrary to Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and Section 11 of the Central Bedfordshire Design Guide.
3) Insufficient detail has been provided to demonstrate that the parking layout as shown on the submitted plans would be workable and provide sufficient manoeuvrability for vehicles and adequate visibility. Therefore, the proposal fails to demonstrate that adequate off-street parking would be able to be achieved, thereby potentially resulting in additional hazards to highway users, contrary to Sections 9 and 12 of the National Planning Policy Framework, Policies T2 and T3 of the Central Bedfordshire Local Plan and Parking Standards for new developments SPD.
