Conditions or Reasons for Planning Application - CB/23/01439/FULL
Conditions or Reasons:
1) The proposed new dwelling, by reason of its scale and position, sited in close proximity to the site boundaries and the built form of adjacent properties, would appear as a cramped and contrived form of overdevelopment and would result in a harmful terracing effect that would erode the characteristic separation gaps between dwellings found in the street scene, detrimentally affecting the character and appearance of the area and failing to preserve or enhance the character and appearance of the designated Conservation Area. The proposal would therefore be in conflict with Sections 12 and 16 of the National Planning Policy Framework, Section 72(1) of the Planning (Listed Building and Conservation Areas) Act 1990, Policies HQ1 and HE3 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
2) Insufficient information has been provided to demonstrate that a suitable parking layout with adequate parking provision, vehicular manoeuvrability and refuse storage area could be achieved for the new dwelling without the carrying out of works outside of the extent of the site boundary. Therefore, the Local Planning Authority are not satisfied that the proposal would make adequate provision for off street parking, and thus would result in an increase in on street parking thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway, contrary to Sections 9 and 12 of the National Planning Policy Framework, Policies T2 and T3 of the Central Bedfordshire Local Plan and the Parking Standards for New Developments Supplementary Planning Document.
