Conditions or Reasons:
1) By reason of the siting of the proposed outbuilding, forward of the listed building and the building line of surrounding buildings and in close proximity to Higham Road, the outbuilding would be a visually incongruous and unduly intrusive frontage building, at odds with the grain of development and out of character within the surrounding area. The outbuilding would fail to preserve or enhance the setting of the listed buildings, amounting to less than substantial harm to the historic significance of the Grade II listed The Old Rectory and Grade II* listed St Margaret's Church and the harm would not be outweighed by any public benefits. As such, the proposal would be contrary to Sections 12 and 16 of the National Planning Policy Framework, Policies HQ1 and HE3 of the Central Bedfordshire Local Plan, Section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and Sections 3 and 7 of the Central Bedfordshire Design Guide.
