Conditions or Reasons:
1) The enclosure of amenity land to private garden would result in the loss of valued open space to the detriment of the character and appearance of the area. Furthermore, the introduction of close boarded fencing along this side boundary would undermine the quality of the public realm. The proposal would not be considered to improve or enhance the existing open space/ public realm and would instead erode and devalue its function and quality within the streetscene, contrary to Policy HQ1 and HQ10 of the Central Bedfordshire Local Plan (2021).
