Conditions or Reasons for Planning Application - CB/23/01549/FULL
Conditions or Reasons:
1) The proposed development would fail to provide an acceptable standard of living accommodation for future occupiers, with particular regard to the lack of amenity space, noise levels, the single-aspect nature of the dwellings and the proximity of car parking to ground floor windows. The development would therefore conflict with Policy HQ1 of the Central Bedfordshire Local Plan 2015 - 2035, the Central Bedfordshire Design Guide 2023 and the National Planning Policy Framework 2023.
2) The development would represent poor quality design, with particular regard to the lack of a satisfactory landscaping scheme, a poor pedestrian circulation route and the cramped, overdeveloped layout. The proposals would be contrary to Policy HQ1 of the Central Bedfordshire Local Plan 2015 - 2035 and the National Planning Policy Framework 2023.
3) The proposed development would, by reason of its proximity lying within a 12.6km distance of the Ashridge Commons and Woods Site of Special Scientific Interest (SSSI) within the Chilterns Beechwoods Special Area of Conservation (SAC), add to the recreational disturbance in this area, and be likely to harm the integrity of the conservation purposes of the SAC.  In the absence of an appropriate strategy to mitigate this harm, the proposal would be contrary to the Habitat Regulations, Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework 2023 (NPPF), and Policy EE3 (Nature Conservation) of the Central Bedfordshire Local Plan (2021).
