Conditions or Reasons for Planning Application - CB/23/01618/RM
Conditions or Reasons:
1) Except for those roads already opened to vehicular traffic, the development hereby approved shall not be open to vehicular traffic other than construction vehicles until the visibility splays at the junctions of the access with the internal access roads shown on the approved drawings have been provided. All parts of the splays shall thereafter be kept free of all obstructions above the adjacent carriageway level.

Reason: To provide adequate visibility between the existing highway and the proposed access(es), and to make the access(es) safe and convenient for the traffic which is likely to use it (them).

2) Except for those roads already opened to vehicular traffic, the development hereby approved shall not be open to vehicular traffic other than construction vehicles until a revised scheme of merging slips for cyclists on drawing number 25627-HYD-XX-XX-DR-C-1004 Rev P06 has been submitted to and approved by the Local Planning Authority and the scheme has been constructed in accordance with the approved details.

Reason: In the interests of road safety and cyclist movement.

3) Except for those roads already opened to vehicular traffic, the development hereby approved shall not be open to vehicular traffic other than construction vehicles until details of a scheme to prevent or prohibit indiscriminate parking on those highways and at bus stops have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the developer prior to the roads being open to public vehicles.

Reason: In the interest of road safety and pedestrian movement and to avoid obstruction of the free flow of traffic.

4) Except for those roads already opened to vehicular traffic, the development hereby approved shall not be constructed above base course until details of the materials to be used for the road surface, kerbs and footways / cycleways have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the roads to ensure a high quality development.

5) Except for those roads already opened to vehicular traffic, the development hereby approved shall not be open to vehicular traffic other than construction vehicles until a landscaping scheme to include all soft landscaping, and a scheme for landscape maintenance for a period of ten years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the opening of the highways to public vehicles (a full planting season means the period from October to March). The elements of the soft landscaping scheme shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure a high quality standard of landscaping.

6) This approval relates only to the details shown on the submitted plans, numbers 3007-1095 Rev C, 25627-HYD-INF-XX-DR-C-1003-P06, 25627-HYD-INF-XX-DR-C-1004-P06, 25627-HYD-INF-XX-DR-C-1005-P03, 25627-HYD-INF-XX-DR-C-1011-P09, 25627-HYD-INF-XX-DR-C-1022-P04, 25627-HYD-INF-XX-DR-C-1023-P06, 25627-HYD-INF-XX-DR-C-1031-P04, 25627-HYD-INF-XX-DR-C-1032-P04, 25627-HYD-INF-XX-DR-C-1033-P03, 25627-HYD-INF-XX-DR-C-1034-P02.

Reason: To identify the approved plans and to avoid doubt.
