The balcony, by reason of its design and siting, and notwithstanding the addition of a 2.1 metre brise soleil privacy screen to the northwestern side of the balcony, results in an unacceptable degree of overlooking and loss of privacy to the private amenity area immediately to the rear of the extension at No.27 Atterbury Avenue. In addition, given the width of the balcony, and notwithstanding the use of a 2.1 metre brise soleil privacy screen to the northeastern end, the balcony would, in any event, afford a clear and unimpeded view into furthest point of the rear garden of adjoining neighbour no. 31 Atterbury Avenue, resulting in an unacceptable degree of overlooking and loss of privacy to the private amenity area to the rear of No.31. As such, the development results in an unacceptable loss of privacy and amenity to the occupants of No.27 and 31 Atterbury Avenue, contrary to Section 7 of the Central Bedfordshire Design Guide, Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the NPPF. |

The proposed brise soleil privacy screens, due to their scale, height, and obtrusive design, would add excess bulk to the existing balcony structure, appearing as prominent and unsympathetic additions to the dwelling, thus resulting in harm to its character and appearance. The proposed development would therefore not represent high quality design which is appropriate to the location and would be contrary to policy HQ1 of the Central Bedfordshire Local Plan, the Central Bedfordshire Design Guide and section 12 of the NPPF. |
