Conditions or Reasons for Planning Application - CB/23/01830/FULL
Conditions or Reasons:
1) The development constitutes inappropriate development within the Green Belt and additional harm has resulted from a loss of openness. The harm by reason of its inappropriateness and loss of openness is not clearly outweighed by other considerations, nor have very special circumstances been demonstrated. The development is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2023).
2) The dwelling lies outside of a Settlement Envelope, whereby there is a reliance on the private vehicle to access everyday services and facilities, and the development has resulted in an encroachment into the countryside, with harm demonstrated to the character and appearance of the surrounding area. The development is therefore in conflict with Policies SP7, EE5 and HQ1 of the Central Bedfordshire Local Plan (2021).
3) Insufficient information has been provided to demonstrate that there is an established, existing functional need for a full-time worker to live on the application site, that the enterprise represents a profitable, financially sound business, that there is no existing suitable accommodation within the local area and that the dwelling is the minimum required size for the proposed enterprise. The development therefore fails to accord with Policy DC3 of the Central Bedfordshire Local Plan (2021).
4) Insufficient information has been provided to demonstrate that the proposed development provides a suitable access which would not result in harm to highway safety, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
