Conditions or Reasons:
9) Before the new access is first brought into use, details of any existing access(es) to be retained to facilitate the phasing of development shall be submitted to the Local Planning Authority for their approval.Upon completion of the development all existing accesses shall be closed. (HC 19)
Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway
12) No development, except for the demolition of existing buildings, shall begin until a scheme for the parking of cycle parking for employees and visitors on the site has been submitted in writing to the Local Planning Authority for their approval. The scheme shall be fully implemented for each unit before it is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.
14) Details of bin storage/collection point shall be submitted in writing to the Local Planning Authority for their approval prior to the occupation of the development.
Reason: In the interest of amenity.
16) The development hereby permitted shall not be occupied or brought into use until the details of any external lighting to be installed on the site, including the design of the lighting unit, any supporting structure and the extent of the area to be illuminated, have been submitted to and approved in writing by the Local Planning Authority. The external lighting shall be installed in accordance with the approved details.

Reason: To protect the visual amenity of the site and its surrounding area.

17) No development shall take place until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

18) No part of development shall be brought in to use until a Public Art Brief is submitted in writing to the Local Planning Authority for their approval. The Public Art Brief shall outline:

Location and type of public art feature to be integrated within the development.
Means of recruitments of potential artists / crafts people.
Project management / programme
Budget

Installation of the Public Art shall commence on site in accordance with a timescale to be agreed in writing with the Local Planning Authority. The Public Art provision shall be implemented in full and as approved unless otherwise amended in accordance with a review to be agreed in writing by the Local Planning Authority.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality. In accordance with Policy HQ7 of the Central Bedfordshire Local Plan (2015-2035) and the principles of the NPPF.
