Conditions or Reasons:
1) The proposed development is unacceptable in principle as it represents inappropriate development in the Green Belt, which is by definition harmful and would result in harm to its openness due to its scale and position. No material considerations have been identified that clearly outweigh the harm caused to the Green Belt and any other harm. Consequently 'very special circumstances' do not exist, and the development is contrary to the aims and objectives of Section 13 of the National Planning Policy Framework and Policy SP4 of the Central Bedfordshire Local Plan.
2) The application site is remote from any established settlement and sits within an isolated position in the open countryside.  The proposal will alter the character and appearance of the site with a general domestication of the premises and a visually isolated domestic feature within the predominantly rural landscape that immediately surrounds the site  resulting in significant harm to the intrinsic character and beauty of the rural landscape in this area, will not reinforce local distinctiveness and will not lead to an enhancement of the immediate setting.  The proposal will therefore conflict with policies HQ1, EE5, EE8, SP4 and SP7 of the Central Bedfordshire Local Plan (2021) and the NPPF (2023).
3) The proposed development is sited outside defined settlement envelopes within the open countryside in an isolated location. Due to the separation between the site and existing settlements, public transport and services/ facilities, as well as the absence of a convenient pedestrian link between the two, it is considered that the site is located in an unsustainable location, which will result in an over-reliance of future occupiers on the private vehicle. No additional circumstances have been provided to justify an isolated dwelling in this location. The development is therefore contrary to Policies HQ1 and T2 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2023).
