2) The proposed outbuilding, by virtue of its siting, scale and height, would not positively contribute to the character and appearance of the area. The proposal would appear out of character within its setting, subsequently detracting from and cause harm to the character and appearance of the rural area. The proposal is therefore contrary to Policy HQ1 of the Central Bedfordshire Local Plan and Section 12 of the National Planning Policy Framework.
