Conditions or Reasons:
1) The proposed development, by reason of its overall scale, bulk and massing, is of a considerable size that would be significantly larger and have a more dominant appearance than other outbuildings and garages within the locality. As such, it is not considered that the proposal is of a size, scale and massing which relates well to the existing local surroundings or reinforces local distinctiveness. The proposed development would have a convoluted roof form and design which, alongside its unsympathetic window placement, is the result of poor architecture and layout. Consequently, it is not considered that the proposed outbuilding is a visually attractive form of development that adds to the quality of the area. Therefore, consistent with paragraph 134 of the NPPF, the development is not well designed and should be refused in respect of Section 12 of the NPPF, Policy HQ1 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
