The proposal would not relate well with its local context, appearing at odds with the grain of development in the surrounding area. The protrusion of residential garden towards the river, including the design, height, and materials of the raised platform, in its highly prominent and visible siting, would appear incongruous and unsympathetic within its surroundings, resulting in a detrimental impact on the character and appearance of the area. As such, the proposal would be contrary with Policy HQ1 of the Central Bedfordshire Local Plan, the Central Bedfordshire Design Guide, Section 12 of the NPPF and the Biggleswade Neighbourhood Plan. |

The raised platform and associated works have resulted in a loss of undeveloped riverbank, significantly reducing the separation of development from the river. The siting of screws into the riverbank would be considered to have had an adverse impact on the structural integrity of the bank and would make any future maintenance more difficult. Moreover, the proposal has not conserved or enhanced the ecological and flood storage value of the water environment, nor has it enhanced or protected any habitats/ species along this riverbank. As such, on this basis, the proposal would be contrary with Policy CC4 of the Central Bedfordshire Local Plan. |
