Conditions or Reasons:
1) The application site is within close proximity to commercial premises. In the absence of a Noise Assessment, insufficient information has been provided to properly determine whether or not adequate living conditions would be provided for future residents of the development as a result of noise generated from those nearby commercial uses. Prior approval is required and hereby refused in terms of impacts of noise from commercial premises on the intended occupiers of the development.
2) The application site forms a ground floor retail unit within the Dunstable Conservation Area where this arrangement is part of the core character of the designated town centre Conservation Area, reflecting the historic development of the town's High Streets as
retail/commercial focuses. The proposed change of use of the ground floor of the building to residential use will erode this historic arrangement of active street frontage. As such prior approval is required and is refused in relation to impact to the character and sustainability of the Dunstable Conservation Area.
