Conditions or Reasons for Planning Application - CB/23/02155/FULL
Conditions or Reasons:
1) The proposal by virtue of its position, excessive scale and unsatisfactory design would appear at odds with the character of the area, resulting in a cramped form of development that is unsympathetic and unduly intrusive in the street scene, causing significant harm to the character and appearance of the area. The development would conflict with Policy HQ1 of the Central Bedfordshire Local Plan, Central Bedfordshire Design Guide and Section 12 of the National Planning Policy Framework.
2) The proposed dwelling would have a detrimental overbearing impact, that would result in a sense of enclosure, to neighbouring dwellings No. 21, 22, and 23 Smithcombe Close. Due to the restricted depth of the proposed garden, would introduce overlooking from additional first floor windows of the private amenity space of 18 Mill Lane, contrary to the Central Bedfordshire Design Guide. This proposal would therefore result in a detrimental impact on the residential amenity of occupants of these neighbouring dwellings, comprising an oppressive living environment for existing residents. As such, the proposal is contrary with Policy HQ1 of the Central Bedfordshire Local Plan, the Central Bedfordshire Design Guide and Section 12 of the NPPF.
