Conditions or Reasons:
1) The proposed car park would encroach on the open space around the Almshouses which are a non-designated heritage asset. This encroachment would change the character and significance of the simple design and setting of the Almshouses, which would cause harm to the non-designated heritage asset. The proposal would not enhance or reinforce the local distinctiveness of the area. As such the proposal is contrary to Central Bedfordshire Local Plan (2021) Policies HE3 and HQ1, the Central Bedfordshire Design Guide (2023) and the National Planning Policy Framework (2023).
2) The proposed development would have a substandard access in terms of width and would not accommodate the required two-way flow of vehicles which will be using the access. This would lead to vehicles having to reverse into the existing courtyard area obstructing the free flow of traffic. The proposal is therefore contrary to Policy T2 of the Central Bedfordshire Local Plan (2021) and Section 9 of the National Planning Policy Framework (2023).
3) The proposed development fails to make an adequate replacement car parking space for No. 25 Hollowday Road, which is outside of the red line plan, in that it would be of inadequate width being adjacent to a solid boundary and would fully obstruct the rear pedestrian access to the property. The proposal is therefore contrary to Policy T3 of the Central Bedfordshire Local Plan (2021), the Central Bedfordshire Parking Standards for New Developments SPD (August 2023) and Section 9 of the National Planning Policy Framework (2023).
