Conditions or Reasons:
1) The proposal will result in an increase in the number of occupiers, including staff and visitors, at the premises. The proposal will therefore result in an intensification of use of the site, including garden area, with additional comings and goings resulting in a significant increase in general noise and disturbance and harmful impact on occupiers of dwellings that surround the site, contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Section 12 of the NPPF (2023).
2) The intensification of use of the property will result in a poor standard of internal and external accommodation for future occupiers of the property, resulting in a poor living environment and poor standard of amenity for future occupiers, contrary to Policy HQ1 of the Central Bedfordshire Local Plan (2021) and the NPPF (2023).
3) The proposed development fails to make adequate provision for off street parking, and if permitted would lead to an increase in on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway, contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan (2021) and the NPPF (2023).
