Conditions or Reasons:
1) The proposed dwelling, by virtue of its siting, scale, form and design would represent a cramped form of development that would be harmful to the character and appearance of the streetscene. Moreover, the proposal would be sited within close proximity to neighbouring residential properties and would result in a harmful overbearing impact and loss of light to No 15 Park Lane, and unacceptable loss of privacy for the occupiers of the neighbouring dwellings Nos 44a and 44b High Street and for future occupiers of the proposed dwelling. In addition the constrained layout and design is poor with inadequate outside living space for existing and future residents. Therefore, the proposal is not considered to be a high standard of design or layout and is contrary to policy HQ1 of the Adopted Local Plan 2021, the Central Bedfordshire Design Guide (August 2023) and Section 12 of the National Planning Policy Framework (2023).
