Conditions or Reasons:
1) The proposed development site is located within an are which may contain unknown prehistoric to medieval archaeological remains (e.g., HER 19618, 16656 and 13135), under the terms of the Central Bedfordshire Local Plan 2015-2035 (and the NPPF), these are heritage assets with archaeological interest. The applicant has failed to demonstrate that the proposal will not have a negative and irreversible impact on any surviving archaeological remains present at the site. There is insufficient information to determine the application as no Heritage Statement has been submitted in relation to the required archaeological information; as such the proposal is contrary to paragraph 196 of the NPPF and the Central Bedfordshire Design Guide.
2) Insufficient information has been submitted to demonstrate that the proposal will not have a adverse impact on protected species, and therefore the requirement for any mitigation is also unknown; as such the proposal is contrary to Policy EE3 of the Adopted Local Plan (2021) and Section 15 of the National Planning Policy Framework (2023).
