Conditions or Reasons for Planning Application - CB/23/02578/FULL
Conditions or Reasons:
1) The proposed development would represent the redevelopment of previously developed land and would have a significantly greater impact upon the spatial and visual openness of the Green Belt than the existing development, thereby failing to fall as an exception to inappropriate development in the Green Belt under Paragraph 149(g) of the National Planning Policy Framework. No Very Special Circumstances have been demonstrated that would clearly outweigh the harm to the Green Belt by reason of inappropriateness and impact upon openness, and any other harm and consequently 'very special circumstances' do not exist. The proposal therefore conflicts with the objectives of Section 13 of the National Planning Policy Framework and Policy SP4 of the Central Bedfordshire Local Plan.
2) In the absence of the required bat surveys identified within the Preliminary Ecological Appraisal, the Local Planning Authority are not satisfied that sufficient information has been provided to demonstrate whether bat roosts are present within the building. As such, the applicant has provided insufficient information to allow the Local Planning Authority to establish whether the proposal would result in harm to protected species, contrary to Section 15 of the National Planning Policy Framework and Policy EE3 of the Central Bedfordshire Local Plan.
