Conditions or Reasons for Planning Application - CB/23/02685/OUT
Conditions or Reasons:
1) The proposed development would represent an intrusion into the countryside, whereby there would likely be a reliance on the private vehicle to access everyday services and facilities, and would result in harm to the character and appearance of the rural area, failing to reflect the settlement pattern and character of Arlesey and the rural character of Hitchin Road. The proposed development would be contrary to Policies SP7, EE5 and HQ1 of the Central Bedfordshire Local Plan (2021) and Policies ARL1 and ARL2 of the Arlesey Neighbourhood Plan (2018).
2) Insufficient information has been submitted to demonstrate that the development would be capable of providing net gains in biodiversity, would not impact upon species or habitats, and could replace trees and landscape features which would be lost as a result of the siting of the proposed dwellings and the associated hardstanding and gardens, contrary to Policies EE2, EE3 and EE4 of the Central Bedfordshire Local Plan (2021).
3) Insufficient information has been submitted with the application to demonstrate that the proposed development would not result in increased flood risk either on-site or off-site, in conflict with Policies CC3 and CC5 of the Central Bedfordshire Local Plan (2021) and Policy ARL10 of the Arlesey Neighbourhood Plan (2018).
