Conditions or Reasons for Planning Application - CB/23/02748/FULL
Conditions or Reasons:
1) The site shall not be occupied by any persons other than Gypsies and Travellers, as defined in Annexe A of Planning Policy for Traveller Sites.

Reason: To ensure that use of the site is restricted to Gypsies and Travellers having regard to the location of the site in the Green Belt together with the provisions of the National Planning Policy Framework, Chapter 13, the Planning Policy for Traveller Sites and the Central Bedfordshire Council Local Plan, Policy SP4.
2) The occupation of the site hereby permitted shall be carried on only by the following and their resident dependants: Bill Bowers & Maria Bowers, and Mary Jane Bowers (adult daughter of Bill and Maria Bowers).

Reason: In recognition of the location of the site in the Green Belt and the 'very special circumstances' case accepted in accordance with the National Planning Policy Framework, Chapter 13, and the CBC Local Plan, Policy SP4.
3) When the land ceases to be occupied by those named in Condition 2 above the use hereby permitted shall cease and all caravans, structures, materials and equipment brought on to the land in connection with the use hereby approved, shall be removed. Within 6 months of that time the land shall be restored to its condition before the use commenced.

Reason: To enable the Local Planning Authority to review the use, together with any buildings and structures, when the occupation of the site by the individuals named in Condition 2 ceases, in recognition of the location of the site in the Green Belt and the 'very special circumstances' case accepted in accordance with the National Planning Policy Framework, Chapter 13, and the CBC Local Plan, Policy SP4.
4) There shall be no more than two pitches at the site and each pitch shall have no more than two caravans stationed on the pitch of which no more than one shall be a mobile home/static caravan.

Reason: In recognition of the location of the site in the Green Belt and having regard to the provisions of the National Planning Policy Framework, Chapter 13, and the CBC Local Plan, Policy SP4.
5) No more than two commercial vehicles shall be kept on the site for use by the occupiers of the caravans hereby permitted and they shall not exceed 3.5 tonnes in weight.

Reason: To ensure the retention of planning control by the Local Planning Authority in recognition of the location of the site in the Green Belt and in the interests of the residential amenities of adjoining occupiers and having regard to the provisions of the National Planning Policy Framework, Chapters 13 and 12, and the CBC Local Plan, Policies SP4 and HQ1.
6) Notwithstanding the provisions of Part 2 (Minor Operations) or Part 5 (Caravan Sites) of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) or any Order or enactment amending or re-enacting that Order no walls, gates, fences or any other means of enclosure or any amenity or storage buildings or other structures shall be erected on the application site, other than shown on the approved plans.

Reason: In order to ensure that the overall appearance of the development in the Green Belt and countryside has regard to the views into and over the site and that the development has no unacceptable adverse effect upon general or residential amenity, and having regard to the provisions of the National Planning Policy Framework, Chapters 13, 15 and 12, and the CBC Local Plan, Policies SP4, HQ1 and EE5.
7) Visibility splays shall be provided at the junction of the access with the public highway within 3 months of the date of this decision. The minimum dimensions to provide the required splay lines shall be 2m measured along the centre line of the proposed access from its junction with the channel of the public highway and 215m measured from the centre line of the proposed access along the line of the channel of the public highway. The required vision splays shall, on land in the applicant's control, be kept free of any obstruction exceeding a height of 600mm.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it, in accordance with Policy T2 of the CBC Local Plan.
8) No external lighting except for that of a domestic scale attached to caravans shall be installed unless and until a scheme containing the details of the lighting have been submitted to and approved in writing by the Local Planning Authority and then implemented in accordance with the approved details and thereafter maintained..

Reason: To minimise the impact of light pollution and to minimise the impact of the development upon the character of the Green Belt and countryside, in accordance with the provisions of the National Planning Policy Framework, Chapters 12, 13 and 15 and the CBC Local Plan Policies HQ1, CC8, EE5 and SP4.
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans T1069-002 Rev E and T1069-001 Rev A.

Reason: For the avoidance of doubt.
