Conditions or Reasons:
1) The scale, massing and siting of the proposed development will result in a harmful impact on the character and appearance of the area by introducing a two storey dwellinghouse and associated development onto an undeveloped site in a prominent location within a rural setting outside the defined settlement boundary for Clophill. The site lacks a safe footpath link to facilities and services within the centre of Clophill resulting in an unsustainable development and reliance of future occupiers on the private car. The development would therefore be contrary to Policies SP7, HQ1, EE5 and T2 of the Central Bedfordshire Local Plan (2021), Central Bedfordshire Design Guide (2023) and the NPPF.
2) Insufficient information has been submitted to demonstrate that the proposal will not have an adverse impact on protected species, and therefore the requirement for any mitigation is also unknown. As such, the proposal is contrary to Policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021) and Section 15 of the National Planning Policy Framework.
