Conditions or Reasons for Planning Application - CB/23/02831/FULL
Conditions or Reasons:
1) The proposed development will result in the loss of off-street parking and if permitted would lead to an increase in on-street parking thereby resulting in additional hazards and inconvenience for users of the highway. Contrary to HQ1, T1, T2 and T3 of the Central Bedfordshire Local Plan, and Section 12 of the NPPF (2023).
2) The proposed detached outbuilding would, because of its location, height, bulk, mass and orientation, appear overly prominent within the streetscene of Clifton Road and Victoria Road and would appear as a discordant form of development on the grassed land and hardstanding to the front of the site's dwelling. The proposed fencing would also appear prominent in the streetscene, being forward of the principle elevation and as such would have a negative impact upon the character and appearance of the area. As a result the proposal would appear out-of-character within the application site, with its surroundings and with adjacent residential properties and their grounds, resulting in harm to the visual amenities of the local area. The proposal is therefore contrary to the principles of good design as set out within section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Central Bedfordshire Design Guide.
