Conditions or Reasons:
1) The development constitutes inappropriate development within the Green Belt and additional harm has resulted from a loss of openness and as the development would conflict with the purposes of including land within the Green Belt. The harm by reason of its inappropriateness and loss of openness is not clearly outweighed by other considerations, nor have very special circumstances been demonstrated. The development is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2023).
2) The application site lies outside of a Settlement Envelope, and the development would result in an encroachment into the countryside, with harm demonstrated to the character and appearance of the surrounding area, by reason of the siting, massing and design of the dwellings, and the loss of trees and future pressure on the removal of trees which are of amenity value. The development is therefore in conflict with Policies SP7, EE4, EE5, EE8 and HQ1 of the Central Bedfordshire Local Plan (2021).
3) Insufficient information has been provided to demonstrate that the proposal would not result in an adverse impact on protected species or species of importance, and that the proposal would provide biodiversity net gains, contrary to Policies EE2, EE3 and EE8 of the Central Bedfordshire Local Plan (2021).
4) The proposed development would result in the intensification of use of a substandard access, which makes no provision for the two way flow of vehicle traffic, an under provision of parking and insufficient information as to the impacts of the development on pedestrians. The development would lead to conditions of danger and inconvenience to users of the highway, contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan (2021).
