Conditions or Reasons for Planning Application - CB/23/02907/VOC
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The materials used for the external walls and roofs of the development shall be in accordance with the details submitted and approved under LPA ref. CB/22/00931/DOC, unless otherwise agreed in writing by the Local Planning Authority.

Reason: In the interest of the appearance of the developemnt and surrounding area, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021).
3) The hard and soft landscaping shall be carried out in accordance with the details submited on plan ref. 29502A_03 Rev L and under LPA ref. CB/22/04526/DOC, including with the landscape maintenance scheme approved under LPA ref. CB/22/04526/DOC. The landscape scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The landscaping shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021).
4) The boundary treatment shall be carried out in accordance with the details submitted under LPA ref. CB/22/04526/DOC, unless otherwise agreed in writing by the Local Planning Authority.

Reason: In the interest of the appearance of the development, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021).
5) The development shall not be occupied or brought into use until the parking scheme shown on plan ref. 29502A_03 Rev L has been completed. The scheme shall thereafter be retained for this purpose.

Reason: To ensure provision for car parking clear of the highway, in accordance with Policy T3 of the Central Bedfordshire Local Plan (2021).
6) The first floor windows in the south east facing side elevation of the extension to No.9 Station Square hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed. No further windows or other openings shall be formed in the south east facing side elevation of the extension.

Reason: To safeguard the privacy of occupiers of adjoining properties, in accordance with the provisions of Policy HQ1 of the Central Bedfordshire Local Plan (2021).
7) The development hereby permitted shall be constructed in accordance with the details of the Construction Management Plan (plan ref. Site Logistics and Traffic Management Plan Rev 1.D.) approved under Condition 7 of LPA Ref. CB/18/04312/FULL on 3rd May 2019.

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety, in accordance with Policy CC8 and T2 of the Central Bedfordshire Local Plan (2021).
8) No dwelling shall be occupied until a ramp on the access road (close to the disability access to the Post Office) has been provided in accordance with details of a scheme to be submitted to and approved by the Local Planning Authority.

Reason:
In the interests of speed reduction for road safety and pedestrian movements, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
9) The surface water drainage scheme and surface water maintenance and management scheme shall be carried out in accordance with the details submitted under LPA ref. CB/20/00665/DOC, including the timing / phasing arrangements, unless otherwise agreed to in writing by the Local Planning Authority.

Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and prevent the increased risk of flooding both on and off site for the lifetime of the development and to ensure that the implementation and long term operation of a sustainable drainage system is in line with what has been approved, in accordance with Policy CC5 of the Central Bedfordshire Local Plan (2021).
10) Noise resulting from the use of the ASHP (air source heat pumps) shall not exceed a level of 5dB LAeq below the existing background level when measured according to British Standard BS4142:2019 (or as updated), at a point one metre external to the nearest noise sensitive premises.

Reason: In the interest of securing adequate amenity levels for neighbouring residents, in accordance with Policies HQ1 and CC8 of the Central Bedfordshire Local Plan (2021).
11) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 336 PA 100 A, 336 PA 101 A, 336 PA 102 A, 29502A_05 Rev, 29502A_06 Rev, 336 PA 120 Rev B, 336 PA 121 Rev B.

Reason: To identify the approved plan/s and to avoid doubt.
