Conditions or Reasons for Planning Application - CB/23/02930/FULL
Conditions or Reasons:
1) The proposed extension by reason of its siting, design, scale and form would result in an unacceptable and harmful impact on the character and appearance of the area. Therefore, the proposal is not considered to be a high standard of design and is contrary to policy HQ1 of the Adopted Local Plan, Policy BPD3 of the Adopted Biggleswade Neighbourhood Plan (2022), the Central Bedfordshire Design Guide (August 2023), and Section 12 of the National Planning Policy Framework (2023).
2) The proposed extension is located within close proximity to a Lime tree protected by Tree Preservation Order. The applicant has failed to demonstrate that the proposal will not have a negative and irreversible impact on the protected tree at the site as no Arboricultural Impact Assessment (AIA) and Method Statement has been submitted in relation to the required tree information. As such the proposal would be contrary to Policies HQ1 and EE4 of the Adopted Local Plan (July 2021), Policy BGS1 of the Adopted Biggleswade Neighbourhood Plan (2022), the Adopted Design Guide (August 2023) and Section 15 of the NPPF (2023).
