Conditions or Reasons:
1) As the site is not considered to be located within a village and the development would not constitute limited infilling of the existing built up frontage of Pipers Lane, the proposed development would not be considered to represent limited infilling in a village and so would not fall within any of the exceptions to inappropriate development in the Green Belt, resulting in harm to the Green Belt by way of inappropriateness and also resulting in a loss of both spatial and visual openness of the Green Belt. No very special circumstances have been put forward that would clearly outweigh the harm to the Green Belt by way of inappropriateness and a reduction of openness. Therefore, the proposal would conflict with Section 13 of the National Planning Policy Framework (2023) and Policy SP4 of the Central Bedfordshire Local Plan (2021).
2) The Council considers that the proposed development, by reason of its proximity lying within a 12.6km linear distance of the Ashridge Commons and Woods Site of Special Scientific Interest within the Chiltern Beechwoods Special Area of Conservation, would add to the recreational disturbance in this area likely to harm the integrity of the conservation purposes of the Chiltern Beechwoods Special Area of Conservation. In the absence of a legal obligation to secure an appropriate mitigation strategy to the satisfaction of the Local Planning Authority, the proposal would be contrary to the Habitat Regulations and Paragraphs 186 and 187 of the National Planning Policy Framework (2023) and Policy EE3 of the Central Bedfordshire Local Plan (2021).
