Conditions or Reasons for Planning Application - CB/23/02980/FULL
Conditions or Reasons:
1) The proposed development, by reason of the overall scale, massing and additional footprint of the extension over and above the original building, would amount to disproportionate additions to the original building, representing inappropriate development in the Green Belt and amounting to significant harm to the openness of the Green Belt. No Very Special Circumstances have been put forward that would clearly outweigh the identified harm to the Green Belt by way of inappropriateness and impact upon openness. As such, the proposal is contrary to Section 13 of the National Planning Policy Framework, Policy SP4 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
2) The proposal would be sited further forward than the existing building line of garages and would appear intrusive within the street scene of The Lane and would appear as a discordant form of development on the hardstanding to the front of the site's dwelling. As a result it would appear out-of-character within the application site, with its surroundings and with adjacent residential properties and their grounds, resulting in harm to the visual amenities of the local area. The proposal is therefore contrary to the principles of good design as set out within section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Central Bedfordshire Design Guide.
