Conditions or Reasons:
1) The proposal represents inappropriate development in the Green Belt which, by definition, is harmful and would result in harm to openness having regard to the layout and siting of the development. No material considerations have been identified that clearly outweigh the harm caused to the Green Belt and any other harm, which includes the harm to the character and appearance of the area and setting of the Area of Outstanding National Beauty. Consequently very special circumstances do not exist and the proposal is contrary to the aims and objectives of policies SP4, HQ1, HQ8, HE3 and EE5 of the Central Bedfordshire Local Plan (2015-2035), and the National Planning Policy Framework (2023).
