Conditions or Reasons for Planning Application - CB/23/03120/OUT
Conditions or Reasons:
1) The proposed development would represent an intrusion into the countryside, whereby there would likely be a reliance on the private vehicle to access everyday services and facilities, and would result in harm to the character and appearance of the rural area, whereby the proposed dwellings would be unduly prominent, would represent an overdevelopment of the site, and would result in the loss of trees which are of amenity value.The proposed development would be contrary to Policies SP7, EE4, EE5, EE8 and HQ1 of the Central Bedfordshire Local Plan (2021) and Policies HO-5 and EV-5 and of the Potton Neighbourhood Plan (2019).
2) Insufficient information has been provided to demonstrate that the proposal would provide biodiversity net gains, contrary to Policies EE2, and EE8 of the Central Bedfordshire Local Plan (2021) and Policy EV-5 of the Potton Neighbourhood Plan (2019).
3) The proposed development would result in the intensification of use of a substandard access(es), which makes no provision for adequate driver/driver intervisibility at the junction of Deepdale with Sandy Road, the junction of Mill Lane with Everton Road and the proposed junction of the south plot with Deepdale, and the intensification of a single width Byway Open to All Traffic (BOAT) which makes no provision for the passing of traffic (motorised, equestrian and pedestrian), leading to ruts in the BOAT and the possible grounding of vehicles and and inconvenience and conflict to users of the BOAT and maintenance costs to the council. The proposal will lead to conditions of danger and inconvenience to users of the highway and the property, contrary to Policy T2 of the Central Bedfordshire Local Plan (2021).
4) The proposed development would result in an under provision of parking and insufficient information has been provided to demonstrate that vehicles will be able to enter and exit the site in a forward gear, which would lead to conditions of danger and inconvenience to users of the highway, contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan (2021).
5) Insufficient information has been submitted to demonstrate that the proposed development is designed to increase its resilience to the impacts of climate change. The proposal would therefore be contrary to the aims of Policy CC1 of the Central Bedfordshire Local Plan (2021) and Policy EV-2 of the Potton Neighbourhood Plan (2019).
