Conditions or Reasons for Planning Application - CB/23/03125/PAAD
Conditions or Reasons:
1) The development hereby permitted shall be completed within three years from the date of this permission.

Reason: To comply with Q.2(3), Class Q, Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development)(England) Order 2015 (as amended).
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers: 001/A, 002, 003, 004, 005, 006, 0010/A and 0011/A.

Reason: To identify the approved plan/s and to avoid doubt.
3) Materials to be used for the external walls and roof of the development hereby approved shall be those shown on the approved drawings and the design and access statement accampanying this application.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

4) Prior to the development coming in to use, details of the provision of a surface water drainage scheme and it's future maintenance shall be provided to the Local Planning Authority and shall confirm the scheme's design and layout and final outfall. The scheme will be maintained as approved thereafter.

Reason: To ensure satisfactory surface water drainage is provided at the site.
5) Prior to occupation of the dwelling hereby permitted a scheme for highway improvements for one formal passing place on Higham Bury Lane shall be submitted to and approved by the Local Planning Authority. The road works shall be completed to the written satisfaction of the Highway authority prior to first occupation of the development hereby permitted.

Reason: In the interests of road safety and additional vehicular movement.
6) Prior to the construction of vehicular parking areas associated with the approved dwelling, a scheme for the charging of electric and ultra-low emission vehicles shall be submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with these approved details including the agreed timescales / triggers.

Reason: To assist with the transition to low-emission vehicles in line with Policy T5 of the Central Bedfordshire Council Local Plan 2021
7) Visibility splays at the junction of the access with the public highway shown on the approved drawing DR-TP-3200 rev P01 shall be provided prior to first occupation of the development hereby approved. All parts of the splays shall thereafter be kept free of all obstructions above the adjacent carriageway level.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it.
8) Any gates provided shall open away from the highway and be set back a distance of at least 8.0 metres from the highway boundary. The gates shall be
free of obstruction to opening to all vehicles using the site to allow access to the turning area.

Reason: To enable vehicles to draw off the highway before the gates are opened, to alleviate obstruction of the carriageway and to turn within the site and leave in forward gear
9) The refuse collection point shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.

Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
10) Any new boundary planting should be set back 1.0m into the site measured from the site boundary with the public highway.

Reason:To allow pedestrian access along the public highway and to provide adequate intervisibility at the access with those using the site and the highway, for the avoidance of doubt and the avoidance of future vegetative growth into the highway
11) No development shall take place, including any works of demolition, until a Construction Traffic Management Plan, associated with the development of the site, has been submitted and approved in writing by the Local Planning Authority which will include information on:

(A) The parking of construction vehicles
(B) Loading and unloading of plant and materials used in the
development
(C) Storage of plant and materials used in the development
(D) Wheel washing facilities
(E) Temporary traffic management needed during the development period.
The approved Construction Management Plan associated with the development of the
site shall be adhered to throughout the development process.

Reason: In the interests of safety, protecting the amenity of local land uses, neighbouring residents and highway safety.
12) The approved dwelling shall not be occupied until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
