Conditions or Reasons for Planning Application - CB/23/03155/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All works or operations associated with the uses granted shall be undertaken inside the buildings and at no time should the outside areas be used for work/operations.

Reason: To ensure a satisfactory standard of development (Section 12, NPPF)
3) All storage should be contained within the buildings and at no time should the outside areas be used for external storage.

Reason: To ensure a satisfactory standard of development. (Section 12, NPPF)
4) Before the change of use commences, details of a minimum of six long-stay and four short-stay cycle parking spaces shall be submitted to, and approved by, the Local Planning Authority. The form and location of cycle parking shall meet the requirements and recommendations within CBC's Parking Standards for New Development SPD (August 2023) or any future replacement document. The scheme shall be fully implemented within three months of written approval by the Local Planning Authority and retained for the perpetuity of the development hereby approved.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

5) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015 or any amendments thereto, the parking provision for the site, comprising 63 car parking spaces as described within the Staff Travel Plan (December 2023) shall not be used for any purpose other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason: To retain adequate parking provision for the development hereby permitted without adversely affecting the convenience of site and road users.

6) Before the change of use commences, an updated Travel Plan shall be submitted to for the written approval of the Council. The updated Travel Plan is to include details of:

Staff cycle parking provision. The cycle spaces should be in line with CBC guidance and closely monitored by the Travel Plan Coordinator (TPC) with additional cycle parking installed if required.
Amendment to the details of the bus service 40/40a at 2.3.26 of the Travel Plan

No part of the development shall be occupied prior to implementation of those parts identified in the Travel Plan as capable of being implemented prior to occupation. Those parts of the approved Travel Plan that are identified as being capable of implementation after occupation shall be implemented in accordance with an agreed timetable and shall continue to be implemented as long as any part of the development is occupied.

Reason: To promote sustainable modes of travel and to reduce the potential traffic impact of the development on the local highway network.

7) Prior to the new use commencing, a scheme for the charging of four electric and ultra-low emission vehicles shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include the following:

Details of active charging posts or passive provision such as cabling and electricity supply
Timescales / triggers for implementation of the scheme.

The development shall be completed in accordance with these approved details including the agreed timescales/triggers.

Reason: To assist with the transition to low-emission vehicles

8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 23-02037_BP01a, 23-02037_BP02a and 23-02037_SLP01a.

Reason: To identify the approved plan/s and to avoid doubt.
