By reason of the siting and position of the proposed dwellinghouse, the proposal would introduce a form of backland development that would be wholly at odds with the pattern and grain of development in the area, harmful to the character and appearance of the surrounding area and would fail to add to the quality of the area, contrary to Section 12 of the National Planning Policy Framework (2023) and Policies HQ1 and HQ8 of the Central Bedfordshire Local Plan (2021). |

By reason of the close siting of the proposed dwelling in relation to neighbouring properties, specifically 22 Highfields Close, the introduction of a residential use in this location would generate a level of activity resulting in noise and disturbance, including from comings and goings associated with the site, that would be harmful to the amenity enjoyed by neighbouring occupiers, contrary to Section 12 of the National Planning Policy Framework (2023) and Policy HQ1 of the Central Bedfordshire Local Plan (2021). |

By reason of the close proximity of the bedroom window to the boundary treatment along the site boundary, it is considered that the bedroom would have poor outlook and the proposal would fail to provide an adequate standard of amenity for future occupiers of the dwelling, contrary to Section 12 of the National Planning Policy Framework and Policies HQ1 and H2 of the Central Bedfordshire Local Plan. |

The distance between the side elevation of 21 Poynters Road and the site boundary would be insufficient to be used as a vehicular access to the parking area for the new dwellinghouse. Therefore, this would result in increased parking pressure in the surrounding area and potential obstruction to the public highway, resulting in an adverse highway safety impact, contrary to Section 9 of the National Planning Policy Framework (2023) and Policies T2 and T3 of the Central Bedfordshire Local Plan (2021). |

The Council considers that the proposed development, by reason of its proximity lying within a 12.6km linear distance of the Ashridge Commons and Woods Site of Special Scientific Interest within the Chiltern Beechwoods Special Area of Conservation, would add to the recreational disturbance in this area likely to harm the integrity of the conservation purposes of the Chiltern Beechwoods Special Area of Conservation. In the absence of a legal obligation to secure an appropriate mitigation strategy to the satisfaction of the Local Planning Authority, the proposal would be contrary to the Habitat Regulations and Paragraphs 180 and 181 of the National Planning Policy Framework (2023) and Policy EE3 of the Central Bedfordshire Local Plan (2021). |
