| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of drawing number; 16D.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally in the interests of the visual amenities of the locality. (Section 12, NPPF) |

Parking spaces should measure no less than 5.0m length clear of obstruction.
Reason: For the avoidance of doubt. |

Notwithstanding the details shown, development shall not begin until details of the junction of the proposed vehicular access with the highway including pedestrian visibility splays have been approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

Notwithstanding the details shown, before the access is brought into use an area of land across the whole of the site frontage measuring at least 23.4m from the west boundary heading east, and measuring 3.15m at the west boundary graduating down to 2.8m at the east boundary from and parallel to the nearside edge of the adjacent road carriageway shall be provided and thereafter be kept free of all obstruction to highway traffic and visibility.
Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it and to provide an unobstructed footway for pedestrianised traffic to pass and repass. |

Any gates provided shall open away from the highway and be set back a distance of at least 5.0m from the highway boundary.
Reason: To enable vehicles to draw off the highway before the gates are opened. |
7)
Before the new access is first brought into use, any existing access/dropped kerb within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval and constructed in accordance with the approved details.
Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway and to avoid the crossovers being used as informal parking bays. |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the parking provision on the site shall not be used for any purpose, other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users. |

The proposed vehicular access shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a distance of 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the vehicular areas within the site to be intercepted and disposed of separately so that it does not discharge into the highway.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. |

Notwithstanding the details shown and prior to development details shall be submitted to and approved in writing of the frontage boundary of the site and the approved details shall be implemented prior to the development being brought into use.
Reason: For the avoidance of doubt, to protect the public highway and any visibility splays from obstruction. |
11)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers; 16D, 06.
Reason: To identify the approved plan/s and to avoid doubt. |
