Conditions or Reasons:
The proposed development, by virtue of its overall footprint, scale and massing, would be materially larger than the existing detached garage it would replace. Consequently, the proposal would constitute inappropriate development which is, by definition, harmful to the Green Belt. The potential harm to the Green Belt by reason of inappropriateness, and any other harm, has not been clearly outweighed by other considerations. Therefore, the proposal is contrary to Section 13 of the NPPF, Policy SP4 of the Central Bedfordshire Local Plan and Section 11.32 of the Central Bedfordshire Design Guide.
