Conditions or Reasons for Planning Application - CB/23/03422/FULL
Conditions or Reasons:
1) The proposed development by reason of its siting, excessive size, scale, form and inappropriate and unsatisfactory design would be demonstrably at odds with the pattern and grain of development within the area, would be harmful to the character of the locality and would not make a positive contribution to local distinctiveness having regard to the attractive countryside location beyond the settlement envelope of Silsoe. The proposed development is therefore not of a high quality layout and design appropriate to its setting, and would be contrary to policies HQ1 and EE5 of the Central Bedfordshire Local Plan (2021), policies HQ-1 and EP-4 of the Silsoe Neighbourhood Plan (2018-2035) sections 12 and 15 of the National Planning Policy Framework (2023).
2) The proposed development will involve the demolition of buildings with potential bat and bird interest and, in the absence of up-to-date ecological surveys to support the application, insufficient information has been provided to determine their presence/likely absence and present appropriate mitigation and compensatory measures. As such, the proposal cannot be said to ensure the safeguarding of protected species contrary to policy EE3 of the Central Bedfordshire Local Plan and section 15 of the NPPF.
