| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Part A: No development shall take place until an Archaeological Written Scheme of Investigation (WSI), has been submitted to, and approved in writing by, the Local Planning Authority. The WSI shall contain the following components: A method statement for the investigation of any archaeological remains that will be affected by the development. An outline strategy for post-excavation assessment, analysis, archive preparation and publication, including details of the timetable for each stage of the post-excavation.
The development shall only be implemented in full accordance with the approved archaeological scheme.
Part B: This condition shall only be fully discharged when: All elements of the archaeological fieldwork have been undertaken and the date of completion has been confirmed in writing by the Local Planning Authority The post-excavation assessment, analysis and final archaeological report has been submitted to and approved in writing by the Local Planning Authority. This shall be done within 8 months of the date of completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority In the event that archaeological remains are found, the preparation of the site archives (including the production of an archive report) for deposition at stores approved by the Local Planning Authority has been undertaken and confirmed in writing by the Local Planning Authority. For the digital archive this will include confirmation of the intention to deposit with a CoreTrustSeal certified repository dedicated to storing archaeological archives. In the event that archaeological remains are found, the publication report text has been prepared for submission to a recognised archaeological journal, or an approved final archaeological report is submitted for inclusion in the Historic Environment Record, and this has been confirmed in writing by the Local Planning Authority
Unless otherwise agreed in advance in writing by the Local Planning Authority, items 3, and 4 of Part B of this condition shall be completed within 18 months of the archaeological fieldwork date of completion.
Reason: In line with policy HE1 of the Central Bedfordshire Local Plan 2015-2035 (adopted July 2021) and paragraph 211 of the National Planning Policy Framework (December 2023): to investigate and record any archaeological remains affected by the development, to safeguard the long-term future of the archive and to make the record of all the work publicly available. Part A of this condition is pre-commencement because development works can have an irreversible impact on archaeological remains and an approved programme of investigation must be in place before the development starts. |

The development shall not be brought into use until the widened junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details (plan ref. 1200 P Rev 04)
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021). |

Before the development is brought into use all on site vehicular areas shall be surfaced in a stable and durable materials in accordance with details to be approved in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the on-site vehicular areas to soak away within the site so that it does not discharge into the highway or into the main drainage system.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021). |

A scheme for the secure and covered parking of cycles/scooters on the site (including the internal dimensions of the cycle parking area, stands/brackets to be used and access thereto), shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of the proposed development in the interests of encouraging the use of sustainable modes of transport, in accordance with Policies T3 and HQ1 of the Central Bedfordshire Local Plan (2021) |

Details of an uncontrolled pedestrian crossing with dropped kerbs and tactile paving, and adjoining the existing footway(s), adjacent to and opposite No. 36 Manor Place including bollards on both sides of the crossing point shall be submitted to and approved in writing by the local planning authority and the approved details shall be implemented prior to the development being brought into use
Reason: In the interests of pedestrian movement and to alleviate vehicles parking on the crossing point, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021). |

Details of a scheme of the following highway improvements shall be submitted to and approved in writing by the Local Planning Authority and the approved scheme of highway improvements implemented prior to the development being brought into use:
1. Waiting restrictions at the intersection of Manor Place with Manor Place to tie in with the existing school keep clear markings 2. Waiting restrictions along one side of Manor Place 3. Waiting restrictions at the northern end of Manor Place turning head at no.'s 51 and 53
Reason: To avoid obstruction of Manor Place and the turning head and intersection and for the free flow of vehicular traffic, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021). |

Notwithstanding the details shown, a delineated parking layout of 12 parking spaces shall be submitted to and approved in writing by the Local Planning Authority and the approved details shall be implemented prior to the development being brought into use and thereafter retained as 12 parking spaces for the lifetime of the development, unless otherwise agreed in writing by the Local Planning Authority.
Reason: For the avoidance of doubt and to provide adequate, workable on-site parking provision, in accordance with Policy T3 of the Central Bedfordshire Local Plan (2021). |

Prior to any works above slab level, an Ecological Enhancement Strategy (EES) for the creation of new wildlife features such as hibernacula, the inclusion of integrated bird/bat and bee boxes in buildings/structures, hedgehog holes in fences and tree, hedgerow, shrub and wildflower planting/establishment shall be submitted to and approved in writing by the local planning authority. The content shall be informed by the September 2023 Preliminary Ecological Appraisal and include the:
a) purpose and objectives for the proposed works; b) detailed design(s) and/or working method(s) necessary to achieve stated objectives (including, where relevant, type and source of materials to be used); c) extent and location of proposed works shown on appropriate scale maps and plans; d) timetable for implementation, demonstrating that works are aligned with the proposed phasing of construction; e) persons responsible for implementing the works; f) details of initial aftercare and long-term maintenance. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with Policy EE2 of the Central Bedfordshire Local Plan (2021) |

Before the development is brought into use, a gated pedestrian access shall be provided on the north-east side of the site taking access from footpath 8.
Reason: In the interests of pedestrian movement, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021) |

Before the development is brought into use, details of any lighting scheme shall be submitted to and approved in writing by the Local Planning Authority and shall be carried in accordance with the approved details.
Reason: To ensure that no glare or dazzle occurs to drivers of vehicles using the public highway and that there would be no undue harm to protected species, in accordance with Policies T2 and EE3 of the Central Bedfordshire Local Plan (2021). |

Before the development is first brought into use, a School Travel Plan shall be prepared, submitted and approved by the Local Planning Authority. The Plan shall contain details of:
a. plans for the establishment of a working group involving the School, parents and representatives of the local community b. pupil travel patterns and barriers to sustainable travel c. measures to encourage and promote sustainable travel and transport for journeys to and from School d. an action plan detailing targets e. a timetable for implementing appropriate measures and plans for annual monitoring and review f. measures to manage the car parking on site
All measures agreed therein shall be undertaken in accordance with the approved Plan. There shall be an annual review of the Travel Plan (for a period of 5 years from the date of approval) to monitor progress in meeting the targets for reducing car journeys generated by the proposal and this shall be submitted to and approved by the Local Planning Authority.
Reason: In the interests of highway safety, to reduce congestion and to promote the use of sustainable modes of transport, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021). |

Prior to the development being brought into use, at least 1 No active electrical vehicle charging point and 1 No passive electrical vehicle charging points, or at least 2 No active vehicle charging points, shall be provided on site.
Reason: To assist with the transition to low-emission vehicles in line with Policy T5 of the Central Bedfordshire Council Local Plan (2021) |
15)
All ecological measures and/or works shall be carried out in accordance with the details contained in the September 2023 Preliminary Ecological Appraisal and Bat Presence-Absence Surveys as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.
Reason: To ensure that works are ecologically sensitive and do not result in adverse impacts to protected species, in accordance with Policy EE3 of the Central Bedfordshire Local Plan (2021). |

Unless shown on the approved drawings, the proposed extensions to the school and storage outbuilding hereby permitted, shall be completed in materials which match the existing building.
Reason: In the interest of high quality design, in accordance with Policy HQ1 of the Central Bedfordshire Council Local Plan (2021) |

The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.
