Conditions or Reasons for Planning Application - CB/23/03567/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No development shall commence until a detailed surface water drainage scheme, to manage surface water runoff from the development for up to and including the 1 in 100 year event (+40%CC), and a maintenance and management plan for the scheme has been submitted to and approved in writing by the Local Planning Authority, and shall be implemented and maintained as approved. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval.

Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with Policies CC3 and CC5 of the Central Bedfordshire (2021)
3) Prior to the first occupation of the dwelling hereby permitted, details of any boundary treatment shall be submitted to and approved in writing by the Local Planning Authority, indicating the positions, design, materials and type of boundary treatment to be erected, and shall thereafter be completed in accordance with those details.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021) and Policy CPH1 of the Clifton Neighbourhood Plan (2024).
4) The planting scheme shown on plan ref. SE3409/3H shall be implemented by the end of the full planting season immediately following the occupation of the proposed dwelling (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping, in the interest of amenity and biodiversity net gains, in accordance with Policies HQ1, EE2 and EE4 of the Central Bedfordshire Local Plan (2021)
5) Prior to occupation of the dwelling hereby approved, the proposed development shall be carried out and completed in all respects in accordance with the access siting and layout, parking provision, cycle parking provision, surfacing, frontage boundary wall height, visibility splays, widened access (except after 8m from the highway boundary, whereby the access can remain as existing), refuse collection point, turning area and visitor parking provision illustrated on the approved plan No. SE3409/3H and defined by this permission, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 2015, (or any Order revoking or re-enacting that Order) there shall be no variation (in perpetuity) without the prior approval in writing of the Local Planning Authority.

Reason: To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate access arrangements at all times, in accordance with Policies T2 and T3 of the Central Bedfordshire Local Plan (2021)
6) Prior to the first occupation of the dwelling hereby permitted, the widened junction of the proposed vehicular access with the highway shall be constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises, in accordance with Policy T2 of the Central Bedfordshire Local Plan (2021).
7) Prior to the use of the proposed dwelling hereby permitted, 1 No bat and 1 No bird box shall be provided. The bird box shall be placed 2-4 metres above ground, and directed between north and east. The bat box shall be placed 4 metres or greater above ground, and direct south, south-east or south-west.

Reason: To secure biodiversity net gains on the application site, in accordance with Policy EE2 of the Central Bedfordshire Council Local Plan 2021.
8) The proposed dwelling hereby permitted shall be constructed in the materials as set out on the submitted application form and elevation plans, unless otherwise agreed in writing by the Local Planning Authority.

Reason: In the interest of the amenity of the surrounding area, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan (2021) and CPH1 of the Clifton Neighbourhood Plan (2024).
9) The dwelling hereby approved shall be constructed in accordance with the details provided in the 'Climate change and sustainability statement' and should meet the higher water efficiency standard of 110 litres per person per day.

Reason: In the interests of increasing the resilience of the development to the impacts of climate change, in accordance with Policy CC1 of the Central Bedfordshire Local Plan (2021).
10) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
11) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
12) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers SE3409C; SE3409/3H

Reason: To identify the approved plan/s and to avoid doubt.
