Conditions or Reasons:
1) The proposed development by way of the new parking area enclosed by a 1.8 metre high palisade fence directly along the frontage of residential frontage of no.2 Hadrian Schoolhouses would result in an unacceptable overbearing impact, loss of outlook and harm to the visual amenity and enjoyment of this property due to significant enclosure along two sides of this property's frontage. The proposal is therefore considered to be of a poor layout and design which results in an unsatisfactory and harmful relationship between the adjacent educational and residential uses and would be detrimental to the residential amenity that current and future occupants of no. 2 Hadrian Schoolhouses might reasonably expect to enjoy. The proposal is therefore in conflict with policy HQ1 of the Central Bedfordshire Local Plan and section 12 of the National Planning Policy Framework (2023).
