Conditions or Reasons for Planning Application - CB/23/03803/FULL
Conditions or Reasons:
1) The change of use of agricultural land to a dog walking area, associated erection of fencing and hard standing represents inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The development is also detrimental to the openness and visual amenity of the Green Belt, in a spatial and visual sense. No factors which could amount to very special circumstances to clearly outweigh the harm to the Green Belt, are evident. The proposal is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021), and Section 13 of the National Planning Policy Framework (2023).
2) The proposed change of use, access and fencing would will result in an unacceptable harmful visual impact on the character and appearance of the open countryside in this rural location. Moreover, the proposal would not respect the character and beauty of the open countryside, nor would it conserve and/ or enhance the character and appearance of the area. The proposal is therefore contrary policy HQ1 of the Adopted Local Plan (2021) and Sections 12 and 15 of the National Planning Policy Framework (2023).
3) Insufficient information has been submitted to demonstrate that the proposal will not have a adverse impact on protected species, and therefore the requirement for any mitigation is also unknown; as such the proposal is contrary to Policy EE3 of the Adopted Local Plan (2021) and Section 15 of the National Planning Policy Framework (2023).
4) It is considered that insufficient information has been provided to make adequate off street parking for the proposal and as such, the proposal would be contrary to Policies T2 and T3 of the Central Bedfordshire Local Plan, Parking Standards in New Developments SPD and Section 12 of the NPPF.
