| Conditions or Reasons: | 1)
In accordance with approved 'Phase 1 Landscape Proposals' plans 2192-21-11 Rev L and 2192-21-12 Rev H, and Soft Landscape Works Maintenance and Management Proposals - 10 Years (BCA Design, reference 2192/21/RP06), planting shall be implemented in accordance with the approved specification and by the end of the full planting season immediately following the completion and / or first use of any part of the development (a full planting season means the period from October to March). The planting shall subsequently be maintained in accordance with the approved landscape maintenance scheme and management arrangements, and any which die or are destroyed during this period shall be replaced during the next planting season.

The development hereby approved shall not commence until amendments to the scheme that accommodate a visibility splay of 2.4m x 25m for the junction between the spine road and Unit 3's eastern car park are provided. The development shall be constructed in accordance with the approved details.
Reason: To provide adequate visibility at the junction and to make the access safe and convenient for the traffic which is likely to use it. (Policy T2, CBLP July 2021, and Section 9, NPPF December 2023) |

Prior to any building hereby approved being brought into use visibility splays for the junction(s) providing access to that building from the spine road, for parking and servicing, shall be provided. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the access from its junction with the channel of the spine road and 25m measured from the centre line of access along the line of the channel of the spine road. The vision splays required shall be provided and defined on the site by or on behalf of the developers and be kept free of any obstruction.
Reason: To provide adequate visibility at junctions within the site and to make the accesses safe and convenient for the traffic which is likely to use them. (Policy T2, CBLP July 2021, and Section 9, NPPF December 2023) |

Prior to their installation, details of surfacing materials for all on site vehicular and pedestrian areas of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall be constructed in accordance with the approved details.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety, minimise inconvenience to users of the premises, and ensure satisfactory parking of vehicles outside highway limits. Prior to any building hereby approved being brought into use the respective pedestrian and vehicular access arrangements and routes thereto; car, cycle and motorcycle parking; and servicing arrangements, shall be completed in accordance with the approved details and made available for use.
Reason: For the safety and convenience of site users and to reduce the risk of overspill parking to the public highway, in the interest of highway safety. (Policy T2, CBLP July 2021, and Section 9, NPPF December 2023) |

Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995 or any amendments thereto, the parking and servicing provision for the site as detailed on the approved plans shall not be used for any purpose other than as parking and servicing provision to serve the development approved unless permission has been granted by the Local Planning Authority on an application made for that purpose.
Reason: To retain adequate parking and servicing provision for the development hereby approved without adversely affecting the convenience of site and road users. (Policy T3, CBLP July 2021, and Section 9, NPPF December 2023) |

Excluding demolition, the development hereby approved shall not commence until a Framework Travel Plan has been submitted to and approved in writing by the Local Planning Authority; such a Travel Plan shall include details of:
Joint working with other local employers and shared travel plan activities across the local industrial area. Predicted travel to and from the site and targets to reduce car use for both visitors and staff. Details of existing and proposed transport links, to include links to pedestrian, cycle and public transport networks. Proposals and measures to minimise private car use and facilitate walking, cycling and use of public transport. Timetable for implementation of measures designed to promote travel choice. Plans for monitoring and review within 6 months of occupation and then annually for a period of 5 years at which time the obligation will be reviewed by the Local Planning Authority. Plans for monitoring car parking usage, at least annually and for a period extending to two years beyond full occupation of this Phase 1 development, including any overspill parking to the spine road and beyond the Phase 1 site boundaries onto the adopted public highway. In the event that parking associated with the development is identified to be occurring on the public highway, or in the vicinity of the site access to the extent that it affects the operation and safety of the public highway, targeted measures shall be identified and implemented. Examples of appropriate measures shall be identified in the Travel Plan, with a timetable for their implementation and review of effectiveness should they be called upon. Should the targeted measures fail to remove overspill parking that affects the public highway, an application for a Traffic Regulation Order shall be made to the Council for appropriate parking controls and, if successful, implemented at the applicant's expense. Details of provision of cycle parking in accordance with Central Bedfordshire guidelines. Details of site-specific marketing and publicity information, to include: Site specific travel and transport information. Incentives for sustainable travel. Details of relevant pedestrian, cycle and public transport routes to, from and within the site. Copies of relevant bus and rail timetables. Details of the appointment of a Travel Plan Co-ordinator. An Action Plan listing the measures to be implemented and timescales for this. Details of the transfer of the Travel Plan obligation to the future occupier.
No part of the development shall be occupied prior to implementation of those parts identified in the Travel Plan as capable of being implemented prior to occupation. Those parts of the approved Travel Plan that are identified as being capable of implementation after occupation shall be implemented in accordance with an agreed timetable and shall continue to be implemented as long as any part of the development is occupied.

The development hereby permitted shall be undertaken in full accordance with the Council's adopted 'Construction Code of Practice for Developers and Contractors - November 2023 Update' https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.
