Conditions or Reasons:
1) By reason of a significant increase in scale of development across the site, the development is not considered to be representative of limited infilling, and it constitutes inappropriate development within the Green Belt and additional harm has resulted from a loss of openness leading to a threat of coalescence between the settlements of Ampthill and Flitwick. The harm by reason of its inappropriateness, loss of openness and threat of coalescence is not clearly outweighed by other considerations, nor have very special circumstances been demonstrated. The development is therefore contrary to Policy SP4 of the Central Bedfordshire Local Plan (2021) and the National Planning Policy Framework (2023).
2) The proposed development represents a damaging urbanising incursion into the site resulting in harm to the local landscape character. By reason of the scale, bulk and mass of development the proposals would fail to be sympathetic to local character and would not respond positively to its surrounding context. The level of harm arising would be significant and lasting and it would fail to reinforce local distinctiveness and relate well to the existing surrounding environment. The proposal is thereby contrary to the objectives of Policies SP7, EE5, EE8 and HQ1 of the Central Bedfordshire Local Plan (2021), and the objectives of the National Planning Policy Framework (2023).
3) Due to insufficient information, the proposed development fails to demonstrate that there would be no detrimental impact occurring on any protected species habitats across the site. Furthermore, due to a lack of clarity, the application fails to demonstrate that the site can deliver a net gain in biodiversity within the development. The proposal is thereby contrary to the objectives of Policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021 and the objectives of the National Planning Policy Framework (2023).
