Conditions or Reasons for Planning Application - CB/23/03964/FULL
Conditions or Reasons:
1) The proposed dwelling, due to its design and height, would result in an uncharacteristic and inappropriate addition at the application site, which would not complement the existing grain of development within its surroundings. The proposal would therefore appear out of character with the surrounding area, and would as such not constitute high-quality design. The proposal would therefore be contrary with Policy HQ1 of the Central Bedfordshire Local Plan, Sections 5, 6 and 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
2) The proposed replacement dwelling would seek a significant amount of glazing at the ground-floor and first-floor, including a balcony at the second-floor level. Due to the significant levels of glazing, the proposal would result in a harmful loss of mutual privacy between the dwelling at the application site and neighbouring dwellings. In addition to this, the proposed balcony at the second-floor level would result in a detrimental overlooking impact on neighbouring dwellings 'Burmill', No. 7 Highfields, and 'The Nest', No. 34D Church Road. As such, the proposed dwelling would be contrary with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
3) Insufficient ecological information has been provided with this application to evidence the protection and/ or enhancement of species, habitats and biodiversity at the application site. As such, the proposal would be contrary to Policy EE2 of the Central Bedfordshire Local Plan and Section 15 of the NPPF.
