The material details approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF) |

The site levels and sections approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority.
Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas. (Section 12, NPPF) |
3)
The landscape details approved under the discharge of condition consent CB/22/02261/DOC dated 22 December 2022 shall be implemented prior to the first occupation of the development hereby approved, unless otherwise agreed by the Local Planning Authority.
Reason: To ensure an acceptable standard of landscaping. (Sections 12 & 15, NPPF) |

The development hereby approved shall be completed in full accordance with the submitted Tree Survey Report, Arboricultural Impact Assessment & Arboricultural Method Statement dated February 2021.
Reason: In order to ensure that the proposed development results in adequate protection of existing landscape features. |

The temporary access details approved under the discharge of condition consent CB/22/02261/DOC dated 22 December 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority. The temporary access shall be removed and the land re-instated prior to the first occupation of the development hereby approved.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises. |

Before the access is first brought into use a triangular vision splay shall be provided on each side of the access and shall measure 1.8m along the fence, wall, hedge or other means of definition of the front boundary of the site, and 1.8m measured into the site at right angles to the same line along the side of the new access drive. The vision splays so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level. Reason: To provide adequate visibility between the existing highway and the proposed access(es), and to make the access(es) safe and convenient for the traffic which is likely to use it (them). |
7)
The revised footpath details approved under the discharge of condition consent CB/22/02261/DOC dated 22 December 2022 shall be implemented prior to the first occupation of the development hereby approved, unless otherwise agreed by the Local Planning Authority.
Reason: In the interests of road safety and pedestrian movement. |

The maximum gradient of the vehicular access shall be 10% (1 in 10). Reason: In the interests of the safety of persons using the access and users of the highway. |
9)
The surfacing details approved under the discharge of condition consent CB/22/02261/DOC dated 22 December 2022 shall be implemented prior to the first occupation of the development hereby approved, unless otherwise agreed by the Local Planning Authority.
Reason: In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises. |
10)
The noise report and mitigation approved under the discharge of condition consent CB/22/02261/DOC dated 16 January 2023 shall be implemented, unless otherwise agreed by the Local Planning Authority. None of the residential units shall be occupied until the scheme has been implemented in accordance with the approved details, and shown to be effective, and it shall be retained in accordance with those details thereafter.
Reason: To protect the amenity of future occupiers of the care home (HQ1 CBLP) |
11)
The noise details and specification of external plant and machinery approved under the discharge of condition consent CB/22/02261/DOC dated 16 January 2023 shall be implemented, unless otherwise agreed by the Local Planning Authority. Reason: To protect the amenity of neighbouring residents to the care home from noise impacts (HQ1 CBLP). |
12)
The extraction and plant details approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority. The equipment shall thereafter be maintained in accordance with the manufacturer's instructions and operated at all times when cooking is being carried out unless otherwise agreed beforehand in writing with the local planning authority.
Reason: To protect the amenity of occupiers of the proposed development and neighbouring residents. (HQ1 CBLP). |
13)
In the event that contamination is found at any time when carrying out the approved development, it shall be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment shall then be undertaken by a competent person, in accordance with 'Model Procedures for the Management of Land Contamination, CLR 11'. A written report of the findings should be forwarded for approval to the Local Planning Authority. Following completion of remedial measures a verification report shall be prepared that demonstrates the effectiveness of the remediation carried out. No part of the development should be occupied until all remedial and validation works are approved in writing.
Reason: To ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990. |
14)
The lighting and CCTV details approved under the discharge of condition consent CB/22/02261/DOC dated 16 January 2023 shall be implemented prior to first occupation, unless otherwise agreed by the Local Planning Authority.
Reason: To protect the amenity of future occupiers and neighbouring residents to the care home from artificial light impacts and in the interests of public safety. |
15)
All ecological measures and/or works shall be carried out in accordance with the details contained in the February 2021 Preliminary Ecological Appraisal as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework. |
16)
The Ecological Enhancement Strategy approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority.
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements in accordance with the National Planning Policy Framework. |
17)
The drainage scheme, maintenance and management approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval.
Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with para 163 and 165 of the NPPF and its supporting technical guidance. |
18)
To ensure that the scheme is built to standards sets out in the proposals set out in the Energy and Sustainability Statement, dated February 2021, a Post-construction Verification Report must be submitted prior to the occupation.
Reason: In order to ensure sustainability of the development and to minimise development's impact on climate, in accordance with Policy CC1 of the CBLP and the NPPF. |
19)
The Travel Plan approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented, unless otherwise agreed by the Local Planning Authority
No part of the development shall be occupied prior to implementation of those parts identified the Travel Plan as capable of being implemented prior to occupation. Those parts of the approved Travel Plan that are identified as being capable of implementation after occupation shall be implemented in accordance with an agreed timetable and shall continue to be implemented as long as any part of the development is occupied.
Reason: To promote sustainable modes of travel and to reduce the potential traffic impact of the development on the local highway network. |
20)
The Electric Vehicle Charging details approved under the discharge of condition consent CB/22/02261/DOC dated 16 August 2022 shall be implemented prior to first occupation, unless otherwise agreed by the Local Planning Authority.
Reason: To ensure the development protects and exploits opportunities for the use of sustainable transport modes for the movement of people in accordance with Policy T5 of the adopted Local Plan and the National Planning Policy Framework. |
21)
